Rules
Fees: $300 for the year. Pays for 18 weeks of league golf. Substitutes owe $10 per appearance to be placed into the league member’s account. League money pays 50% of treasurer and secretary fees, one night of greens fees for the President and Vice President, engraving on the Fore Skin Cup with league champion names, and other league expenses.
Officers: Have final word on rules interpretations. The Secretary keeps league handicaps, scoring, schedules and other records. The Treasurer collects and records all money, and deals with the course on money matters. The Vice President and President...support. The 2008 officers, as voted by Fore Skin members, are President: Kurt Heineman, Vice President: Greg Galdes; Secretary: Joe Taschler, Jr.; Treasurer: Scott Piestrak.
Handicap: 80% of difference between average and par, rounded to tenths of a point. Average will be kept on each nine at the present form of Wesburn. Average is based on the best three scores of the year on each nine, rounded to tenths of a stroke. Differences in opponents’ handicaps, rounded down to the nearest half-stroke, is used for match play. Player’s net scores (gross minus handicap) are compared for medal play. Until a round is recorded on a particular nine, a member will play with an average two strokes less than the score for the night on the front nine, one stroke on the back. When one round has been recorded, after the night’s round has been completed, that score shall be averaged with the previous score for that one night only. At beginning of a year, a player’s previous year average will be represented as three of the best scores on each nine until averaged with one score and then dropped when two scores are recorded. Scores are only kept for one season back.
Flights: The flight assignments are determined before each week’s competition, with the A-flight player being the golfer with the lowest average. In case of ties, the last flight assignments are used.
Scoring: 1 point per hole individual match play (18 points), 2 points per score individual medal play (4 points), and 2 points for team medal play, yielding a total of 24 points per team match. Medal scores are considered a virtual tie if within 1/2 a stroke.
Absent golfers: When a golfer fails to get a sub, the golfer will be penalized two strokes (Wesburn—2 strokes on back nine, 3 strokes on front nine) above his average and will not be allowed to collect any medal points, individual or team. If a team does not have at least one Fore Skin member present, then the team may collect no medal points for that night, regardless if subs were used or not. If two opponents are not present and without substitutes, the match is scored a match play tie and no medal points are awarded.
Substitutes: A substitute cannot establish an average until at least two rounds are played (or one round A substitute cannot establish an average until at least two rounds are played (and averaged with the new, second round). Unplayable conditions: Any unfinished holes, as agreed to by the foursome, will be projected based on a variance from par on the completed holes. All groups of the league playing on a given night must complete at least 5 holes to be counted as Fore Skin play. Play will not start for the night until 50% of the league members agree.
Position nights: 1st place plays 2nd, 3rd plays 4th, and so on, in that tee off order.
Tiebreakers: (1) Head to head competition, (2) Total matches won, (3) Head to head competition without substitutes, (4) sudden death playoff, (5) arm wrestle.
USGA rules prevail, with the following variances and clarifications:
- No Mulligans, except Krazy Tee Rule™. No sandbagging.
- Krazy Tee Rule™: when on the first tee, a player may elect to re-hit the tee shot. Once the second tee shot is attempted, the player forfeits all rights to the first tee shot. This is only allowed on regular scheduled league nights (not position nights), and is subject to change with executive approval. Use of this second shot calls for a mandatory remittance of $2 to the league fund ($4 for the team if used on a team night, such as a scramble).
- Rolling of the ball with the head of the club is permitted. No picking and cleaning, unless a plugged ball is encountered, as agreed with the opponent. No rolling of the ball in a hazard (as agreed with the opponent) or a bunker or the green or the first fringe (from which there is no picking and cleaning). Usually, dropping in another part of a sand trap is permitted if determined that the sand is in bad shape, as agreed with the opponent.
- Relief from staked trees and man-made objects: two club lengths from nearest relief, no closer to the hole.
- Wesburn: League shall use the back tees. Females, if for some reason are playing in this men’s league, shall use the tees directly in front of the tees the men use, until Martha Burk says otherwise.
- Wesburn: ditches (and the little forest on #15) are not hazards. Water may be treated as casual. But relief must be taken appropriately. Relief from bridges if impedes swing. If in the ditch, must take relief in the ditch.
- Wesburn: if the ball is in the parking lot, it’s a penalty. Treat like FSGL lost ball. Pavement or otherwise obvious reason (in the middle of the cars) is considered parking lot.
- If a player’s ball hits wires or an electrical tower, player has option of replaying shot. Once the replay option is chosen (an attempt to hit the shot again has been made) the original ball can no longer be played. Relief from tower if swing is impeded. No fluorescent lights are allowed.
- As a courtesy, the league shall wave up players on par three holes and Wesburn hole #15 with discretion (i.e., the next tee is not yet open, you want to watch bad tee shots, etc.).
- Wesburn: road is out of bounds on other side of fence, if there is one; otherwise it’s just the pavement. You get relief from fences. Parking lots are treated as out of bounds.
- Lost ball / balls in hazard: take penalty stroke and drop ball on line between entry point or lost point back to spot where ball was hit. Anywhere on that line, no closer to the hole or two club lengths from entry point (this would cover the road).
Special competitions:
- Scramble: each player hits from the same spot once each, choosing a ball after each round of hits, and continuing until into the cup. The total gross is handicapped with a weighted team handicap (weighed to the A-Flight player’s handicap at 2:1, or 4:3:2:1 for a 4-man team), rounded down to the nearest half-stroke. At least three (3) tee shots must be used from each player on the team (1 each if a 4-man team). 4-man teams consist of the first place team paired with the last place team, 2nd with 7th, etc. Scores are not used for league average and handicap. If a player is absent without a sub who has an established Fore Skins average, the single player, using his own handicap, may play a normal round with the exception that the player may hit twice on one shot on each hole on the course and one shot on the green, at his discretion, and chooses the best of the two shots each time (a 4-man team with less than four players may also repeat a shot and a putt at their discretion with whomever they choose).
- Krazy Alternate Shot™: Each team plays alt shot for each ball. That means there will be an A-Flight net score and a B-flight net score where each ball had both members playing alt shot. For 2005, these will be used for a round robin league night against each other team one time. All other stroke rules apply for absent golfers, etc.
- Stableford Scramble: Scoring will use the teams’ handicaps. Points are awarded as follows: 8 points for a double eagle or better, 5 points for eagle, 2 for birdie, 0 for par, -1 for bogey, -3 for double bogey or worse.
- Team scores compete against entire league. The scoring is as follows: 1st place - 16 points, 2nd place - 14 points, 3rd place - 12 points, and so on to 8th place - 2 points. 1 point is available per hole for each skin achieved by a team. One team ties, all teams tie. Tee times and foursomes are filled on a first come first serve basis. If a team does not have a Fore Skin member present, the maximum points that team can receive is 8 points (half). All other points earned are forfeited. 4-Man Scrambles are scored as 16-12-8-4. Only holes the entire league has played that night are counted as completed regarding all scoring.
